Recycling reduces the amount of waste in landfill, reducing the risks of water and air contamination. When you recycle, your children learn by example, and they will recycle too!

> OPP Media Release - Snowmobile, All Terrain Vehicle & Vessel Enforcement Team (SAVE)
The Ontario Provincial Police would like to remind snowmobile operators that when the snow comes there are many hazards to watch out for. There is not a solid base of snow on the ground yet, which means, rocks, culverts and other debris are not covered, but they may be hidden by fresh snow making it difficult to see them.
Lakes and rivers are not frozen, but may have a thin layer of ice and fresh snow on top. Stay off the ice until you have checked to make sure it is thick enough and wear a flotation snowmobile suit. A snowmobile requires a minimum of 5 inches of new clear ice to safely support it.
Last year there were 17 snowmobile fatalities in Ontario. Treat snowmobiles with respect and use common sense.
✓ Never mix alcohol and snowmobiles.
✓ Now is the time to make sure you are ready.

2. Make sure your insurance is valid.
3. Don't forget your trail pass.
4. Put together a safety kit and put it on your machine.
If you see an impaired snowmobiler, call 911 and report them to police. Please be careful and have a safe snowmobiling experience.

November 15, 2011—Do you hear it? Sounds like a jingle. It’s coming closer…a bit louder. It’s horses and a sleigh! Wait there’s more… the jig of a fiddle, the crunch of the snow, the smell of cookies, the roar of the fire. Could it be? Yes! It’s Christmastime at the Mill of Kintail.
Step into the world of holidays past at Kintail Country Christmas on Saturday, December 10. Experience the simpler side of the season with music, laughter, and the great outdoors. Take a stroll, or sleigh ride; strap on your blades and go for a spin around the rink. Enjoy stories by the fire, and a Children’s Only Gift Shop, complete with wrapping elves. There’s hot apple cider and home baking too. A hand hewn log bench making demonstration is new.
Hosted by Mississippi Valley Conservation at the Mill of Kintail Conservation Area, the event has something for everyone.
“This is our fifth Kintail Country Christmas and it keeps getting better,” says Museum Curator Stephanie Kolsters.
“It’s become a tradition for many; visitors come to the Mill of Kintail then head off to get their Christmas trees or have dinner in town. It’s nice to think that we’ve helped create traditions and memories for families,” she adds.
Kintail Country Christmas is truly a community event with a wonderful group of supporters: Foodies Fine Food, the Mill of Kintail Museum Committee, Mississippi Valley Field Naturalists, Mississippi Mills' museums, Ramsay Women's Institute, Metroland Media, and many other volunteers.
Father Christmas will also be visiting Kintail Country Christmas. He invites everyone to come and see him in the museum gallery; each family receives a free photograph.
“Family and friends are what this magical season is all about. We invite you to enjoy all the traditions of the holiday season and spend time with your loved ones surrounded by the beauty of the conservation area,” says Kolsters.

What is GIS?
Geographic information system (GIS) technology is a growing industry around the world. GIS is used to help solve problems in such areas as environmental protection, pollution, health care, land use, natural resources, conservation, business efficiency, education, and social inequities. GIS technology even helps police officers map crime activity, which allows them to be more efficient. You personally reap the benefits of GIS whenever you use an online map service, call emergency services such as 911, or have a pizza delivered to your house.
Geographic information systems allow us to create digital models of reality in order to help us better understand the natural systems of our world and the effects of our efforts to manage them.
GIS in North Frontenac
At the Township, we have been developing our GIS databases for improved internal efficiency and decision making, and to produce maps for public distribution (available soon, pending Council processes).
The North Frontenac Park Lands Program, run by the Township, has recently implemented Interactive Campsite Maps, a GIS solution for campers.
The County-wide GIS initiative has produced the ever improving www.FrontencaMaps.ca website.

> MVC - Drinking Water Open Houses
New policies are being developed to keep contaminants out of rivers and groundwater when they are a source of municipal drinking water. Such preventative measures will make municipal drinking water even safer. Attend our open houses to help shape these policies and learn about new funding that is available for property owners to proactively address activities on their property that could be subject to future policy requirements.

What Policies and Funding Could Address
The activities below could be subject to policies in the 11 areas listed above. These activities involve the storage or application of a chemical or pathogen which makes them a potential source of contamination. Funding is also available to address these activities when they are occurring near municipal drinking water sources.
- Waste disposal sites
- Municipal sewage works
- Septic systems
- Pesticides
- Commercial fertilizer
- Nutrients (manure, biosolids, livestock)
- Heating oil (furnace tanks)
- Liquid fuel (gas stations, yard tanks)
- Road salt and snow storage
- Chemicals (DNAPLs and organic solvents)
What Policies and Funding Could Address
The activities below could be subject to policies in the 11 areas listed above. These activities involve the storage or application of a chemical or pathogen which makes them a potential source of contamination. Funding is also available to address these activities when they are occurring near municipal drinking water sources.

> This Sunday Change Your Clocks AND Your Smoke Alarm Batteries
THIS SUNDAY CHANGE YOUR CLOCKS AND SMOKE ALARM BATTERIES
Daylight savings time ends this week. When you change your Clocks the morning of Sunday, November 6th ensure you change the batteries in smoke alarms as well.
At least once a year, old batteries should be replaced with new batteries.
It's the law to have working a smoke alarm on every storey of your home and outside all sleeping area. It is recommended to also install smoke alarms inside all bedrooms.
Firefighters continue to educate residents on the importance of working smoke alarms to help reduce the risk factors for our communities.

> OPP Media Release - ATV Laws
(Napanee, Loyalist and Kaladar, ON) - In an effort to keep our roadways and trails Napanee OPP and East Region S.A.V.E. (Snowmobile, ATV, Vessel Enforcement Unit) would like to remind All Terrain Vehicle (ATV) users of the following laws associated the highway use:
- Know the by-laws that govern which roads you can ride on
- When you're on the road, your lights have to be on at ALL times
- If the speed limit is 60 or less, your speed limit on an ATV is 20km/hr
- If the speed limit is greater than 60, your maximum speed limit is 50km/hr
- You must travel on the shoulder, as far to the right as possible and NEVER in the ditch
- You're only allowed ONE PERSON on the ATV at all time while on the roads, even if your machine (your ATV) is built for TWO PERSONS **
- Have your ATV registered and insured and documents with you
- You need a class G2 drivers license or greater
The fines vary from $80 to $325 and they DO AFFECT your driver's license.
The OPP has zero tolerance for Impaired Driving and helmet violations. The penalty for riding your ATV while Impaired is the same as a motor vehicle. You will face a 90days driver's licence suspension, and will be brought before the courts. No helmet, alcohol and inexperience are three factors in the majority of ATV related injuries and deaths in our area.
The OPP encourage all riders to Know Where You Go, Ride Safe, Ride Smart.

> 911 Civic Address and Road Signs
For ALL residents, permanent and seasonal...
Make sure you have a civic address and it is properly posted!
Civic addresses are extremely important for emergency services. The civic address number sign, the post, and the blade, must be maintained BY THE OWNER at all times. Also, it is mandatory to acquire an address before any building permits can be issued.
Removing 911 signs can affect the quality of emergency services, and the removal of any road or civic address sign is a serious offence that should be reported to the OPP as well as the Township for immediate replacement, at the cost of the property owner.

> 2011 Ontario Junior Citizens of the Year Awards
Support our leaders of tomorrow by nominating someone today
Nomination Deadline is November 30.
We take pride in recognizing individuals in our communities at a local and provincial level. For many years, the prestigious Ontario Junior Citizen of the Year Awards program has acknowledged the best of Ontario's youth. Help us continue to recognize outstanding young people.
Nominate someone aged 6-17 years, who are:
- involved in worthwhile community service
- contributing to the community while living with a disability
- performed an act of heroism in the past year
- 'good kids' who show a commitment to making life better or do things not normally expected of someone their age
Twelve individuals will be chosen as final recipients and invited to an awards ceremony in Spring 2012.
Coordinated by the Ontario Community Newspapers Association and its 300+ member newspapers across the province, each young person nominated will receive a Certificate of Recognition from their local community newspaper.

Test smoke alarms every month and change the batteries at least once a year or whenever the low-battery warning chirps.

> E-Agendas for Council
For the past few council meetings, Council has been utilizing their laptops along with the new e-agenda format that is being prepared by staff. The e-agenda is a universally compatible ".pdf" document that has many advantages to the hardcopy agenda it is replacing, including significantly reducing the amount of printed paper previously consumed at council meetings.
The public version of the e-agenda will also be made available on the Township's website immediately after it is finalized (roughly 1 week prior to the meeting).
While we feel the e-agenda is a great benefit to the Township, it is a new process that is constantly being improved.
We would greatly appreciate any feedback, regarding the e-agenda or any other website issue, through the Township's feedback form located in the top-left corner of the Township website.

(LANARK COUNTY, ON) - The Lanark County Ontario Provincial Police would like to remind All Terrain Vehicle (ATV) owners and operators to drive safely and be aware of the following ATV Safety Tips:
- Always wear an approved safety helmet when operating an ATV.
- Take an approved ATV Safe Riders Course before operating your ATV. www.safety-council.org/training/atv-rider-course
- Always read your owner's manual before operating your ATV and follow safe operating procedures.
- Do not consume alcohol or drugs while operating an ATV.
- Do not operate an ATV at excessive speeds. Go at a speed that is proper for the terrain, visibility, conditions and your experience.

The Lanark County OPP would also like to remind the public that generally Off-Road Vehicles are prohibited on maintained roads unless the Province or Municipality have legislation approving the use of ATVs on specific roads. (Smith Falls, Ontario) - The Ontario Provincial Police Eastern Region Headquarters, in coordination with the OPP ERHET - (East Region Highway Enforcement Team), HSD-Long Sault (Highway Safety Division) as well as SD&G, Grenville and Leeds OPP detachments, were on the look-out for aggressive drivers this holiday weekend.
"OPP officers across Eastern Ontario were working very hard this weekend to ensure motorists and boaters alike had a safe holiday weekend," said Inspector Chris Lungstrass. "Our dedicated officers working together over the long weekend focused on aggressive drivers and held them accountable. Keeping our highways safe is everyone's responsibility and we will continue to be there to remind those that have forgotten."

BRAKES ON OFF-ROAD VEHICLES
SHOULD BE CHECKED AND IN PROPER WORKING ORDER!
(Eastern Ontario) - Over the last few months a number of Off-Road Vehicles have been stopped and checked by police while on trails and roadways. Unfortunately, an increased number have had either no brakes or no rear brakes.
It is extremely dangerous to operate any vehicle with mechanical failures or malfunctions. The law requires that all brakes on Off-Road Vehicles be in proper working order.
As with all vehicles, regular maintenance and a pre-trip check is crucial to safe travel. If there is equipment issues, have a qualified mechanic check and repair the unit prior to using it.

> The Frontenac Old Time Music Championship July 23-24
The Frontenac Old Time Music Championship, being held July 23rd & 24th at Bedford Township Hall, is in its 4th year. This registered charity is an event which preserves the rich heritage of traditional old time music through the operation of an annual music competition featuring singing, playing the fiddle, guitar, mandolin and banjo. Open to any age, register early, limited openings available. Proceeds each year go to a local elementary/secondary music program (Hinchinbrooke Public School was the 2010 recipient). Fiddle workshops are available. Audience welcome.

This closure is necessary to allow for a culvert replacement under County Road 30.

Recent weather conditions have led to a washout of the Buckshot Lake Road, approximately 1 km south of Vennachar near Finch Lake.
Currently there is no through traffic from Plevna to Vennachar.

Effective Tuesday, February 15, 2011, the Mississippi Waste Site Winter Hours shall change to:
Tuesday & Sunday - 10:00 a.m. to 2:00 p.m.
PLEASE NOTE - for all Waste Sites and Transfer Stations - SM STYROFOAM WILL NO LONGER BE ACCEPTED AS RECYCLABLE. This will have to go in the landfill and a disposal fee will be charged.

The Council of North Frontenac support the great initiatives presented by the World Wildlife Fund, and ask that residents consider participating in National Sweater Day (Feb 17th, 2011) and Earth Hour (March 26th, 2011).

> CAFC Volunteer Firefighters Tax Credit Petition
The Council of North Frontenac encourages residents to sign the following petition to the Federal Government to increase the current tax deduction from $1000 to $3000. This would allow volunteer firefighters working more than 200 hours per year to be entitled to $3000.00 tax free wages. The average volunteer firefighter spends an average of two hours per week training and responds to approximately 30 fire/rescue calls per year. This legislation will assist rural fire departments in recruiting new firefighters and encourage experienced volunteers to stay.
