Municipalities Call for Ontario to Make Municipal Support Mandatory

Seventy-four municipalities have endorsed resolutions from Councils of either North Frontenac or Dutton-Dunwich that call on the Independent Electrical System Operator to include a ‘Municipal Support’ resolution as a mandatory requirement in the next procurement round planned for additional renewable energy. While the IESO process for the last procurement round was designed to opportunities for municipalities to express their concerns with the outcome, the end result was that 3 of 5 wind turbine contracts were awarded in municipalities that did not support the project. Shortly before the results were announced, Energy Minister Chiarelli had termed this type of outcome as ‘virtually impossible’. At the same time, projects supported by municipalities were not awarded contracts. According to Mayor Ron Higgins of North Frontenac, adding a requirement for the proponent to demonstrate municipal support for a project would allow municipalities to reflect the concerns of the residents in their communities. Based on his experience in the first procurement round, Higgins says that ‘the change would also force proponents to seriously address local concerns when developing these proposals, rather than just going through the motions’. Feedback published by the IESO shows that the current process was resoundingly condemned by municipal officials and community groups involved in the process as they showed little openness or transparency. According to one respondent, proponents intentionally misled, failed to follow the process defined by the IESO and used other methods to ensure the community was misinformed and had little time to respond. Municipalities across all of Ontario have supported these resolutions including Minister Chiarelli’s home municipality of Ottawa as well as municipalities in the ridings of Minister Jeff Leal and Liberal MPP, Grant Crack whose riding was awarded one of the 5 wind contracts in the last round. Concerns are not limited to southern Ontario with many municipalities in Northern Ontario also endorsing the resolution. The ERT decision this week revoking the MOE approval for the Ostrander Point wind turbine project points to the impact of missing local input into the process of awarding contracts and approving projects. Only after 2 ERT hearings and 2 sets of court hearings did the community finally succeed in ensuring that an area known for its population of Blandings Turtles, its importance as a bird migration route and the presence of endangered types of vegetation is protected from destruction by a wind turbine project.
