Draft motions are prepared in advance for every item on a Council meeting agenda. (~40 to 50 motions per meeting)
Draft motions are prepared for Council's consideration prior to a decision being made.
Draft motions are prepared from staff recommendations and from historic proceedings.
Most important is the word 'draft'. The motions are 'drafted' and require a mover and seconder (whom can only be a member of Council) to get items on the table for Council's discussion and consideration only. Council may decide to pass the motion, amend the motion, defer the motion, or deny the motion.
Once a motion is approved by a majority of Council it becomes a Council resolution.
